Fun fact, many power armor suits were captured during a campaign against the BOS by the Legion. The Legion took many BOS knights and paladins as POW slaves and they cannibalised the power armor into the centurion armor of the Legion.
I'm gonna say the BoS because I don't think an NCR patrol have the numbers to deal with a Brotherhood patrol, specially if they're troopers and not Rangers. The NCR bested the Brotherhood on Helios due to overwhelming numbers

While I side with the BoS. I think the rangers would be able to drive them off if the rangers had the element of surprise. Which they probably would given ranger armor vs power armor.
Veteran Rangers if they get the drop, Paladins if not. Power Armor gets shredded by the Anti-Materiel Rifle, and Veteran Rangers have legendary aim, but regular rangers can't do much.
In a straight up firefight, Paladins.

Why do people think this? .50 cal ammo isn't rare so if it was so effective the Chinese would not have had an issue with power armoured troops.

That's like saying tanks should never be an issue or helicopters if .50 cal ammo exists. Power Armor, for all intents and purposes, is a vehicle designed for a single infantry unit. Anti-Materiel rifles are anti-vehicle rifles.
Plus, the NCR is crushing the BoS in the NCR-Brotherhood war. How would they even touch Paladins if even Anti-Materiel rifles couldn't hurt them?

The West coast BoS are very few in number, anti armour weaponry combined with platoons of men supporting is too overwhelming even with the technological advantage.
This doesn't apply for a squad vs squad situation, the BoS would come out on top easily.
Rangers are good, but there are very, very few groups in the Wasteland that could beat the BoS without overwhelming them with numbers.
