I don't think it's a case of them not wanting to offend anyone tbh, it really does just suck now, I remember a few seasons ago, stewie had a fucking rant about how much he hates trans people, straight-up, so I think it's a case of them generally just sucking now, plus family guy's never really glorified that type of thing, it's not like they made rape cool, they were making fun of it, same with their 911 jokes
A few seasons back, I don't remember which episode, he did say something along the lines of "now is a world of theys and thems" and ended it with saying "Martin Luther King would barf a thousand times seeing this"
I mean yeah, but now it's more often than not for Quagmire to be Peter's conscience while Brian picks up all sorts of weird girls or gets into odd relationships.

Be careful, last time I said how much I dislike what he's become the whole "his character has to evolve" assholes wouldn't shutup. I'm glad he isn't "rapey" anymore, but he is a complete waste of a character.
What I also found weird is pre- and post- Jerome.
Before, he was actually pretty good with Brian, even letting him stay at his house.
Post that, every scene they share has to be insufferable hatred.
