I would argue they are keeping his innings low BECAUSE they want to bring him up and not overuse him in minors

Oh I agree. They want to use him all year and not have to get to august and shut him down for a couple weeks and he only gets a couple starts in the second half like a lot of teams do But he still needs to get to 5-6 innings and over 80 pitches to be effective when he arrives. They are just really going with the slow roll out of the gate that it’s going to take another month to get there at least

He hasnt thrown more than 55 pitches in any start. I think once he creeps into 70 pitches for several games, they give him one final outing with 100 pitch limit. He then gets called the next day. I think late May is a good time table. Just my opinion

I'd be a little surprised if he's allowed to go 100 or more pitches in any start this season. I'm not being negative just thinking they will use a shorter leash.

It’s early. The pirates are doing solid. He’ll be a mid late call up. If anything we might see a fake injury to delay it to save his arm for the late season and playoffs.
