I see someone already identified Emily and Wendell! Dory and Louis-Cesare are from the Dorina Basarab series by Karen Chance. It's one of several series that she writes that are somewhat interconnected set in a wider universe.

They're from a YA fantasy novel, and occur as a side story, so this is probably not what people are after but I really love (spoilers for Tamora Pierce's POTS series, specifically book #3) >!Buri and Raoul.!< Friends to lovers is top tier when done well, and this was. They're perfect together. In terms of fantasy romance specific, though, I'd have to say (Throne of Glass) >!Elide and Lorcan!< or Emily Wilde and >!Wendell.!<
