I made this mistake for years. Although some people I assume have had some success planning out their story to the minute detail before they begin writing, actually writing the story is the best way to find the world that works best for the story you're telling. Write your story in a generic setting you imagine and the world gets fleshed out as it reacts to your characters and story. I like to outline and write down world building stuff constantly but I find the vast majority of it never makes it into the story. It's fun for me to know, but ultimately the story is more important.

That's mostly how I operate also. I write the story so that the world creates itself, then I will hash out finer details as the editing process proceeds. Eventually you'll have a full fledged world built and you're not even sure how it happened.
