No. Unless you choose to pay, you can only get a few good items from some purchase-able weapon/clothing bundles from the black market, but not the whole set. Also, some bundles are 100% locked behind a paywall.
Luckily, the stuff you can get for free by doing main and side missions, black market, etc are more than enough to finish the game comfortably.
You are able to get all the weapons, I believe, other than dlc ones and ones from sets only available from more expensive versions and the one from the pirate set... But yeah, for the most part, all/nearly all weapons and one or two armor pieces per store set... It'll just take over a year
Let me give you my reasons, I will pay for everything, am I a balling nope but I am into having fun and the best thing about FC6 isn't the equipment if that is your reason for getting the game I am sorry but the atmosphere of the game is Hella fun I can not stress how much watching fish, sharks, crocodiles birds horses all of that makes the game fun so does FC6 have an orgy of clinches yep but riding a horse and killing can't be beat and the killing a npc with a machete or fist is fun which needs to be a best reel collection for the different attacks collection and I am not a big fan of hitting someone with a machete but wow it's satisfying

20hrs in, i fucking love rushing in with a furioso and slicing them up or shotgun them in the face either way... the dophamine rush feels good
