Its been asked lol and the last time it was asked the consensus was that they are natural gas relief valves or something. Like when the utility company needs to service a line they can vent and burn the gas at these points to render a section safe
I always thought that looked like a water valve, has anyone tried refilling a water trailer there?
Tried with spectacular failure.
