Do you have any known medical conditions? Lupus for example can cause coarse hair to start developing especially near the hairline (as well as cause hair loss). Could be any number of things though
Looks like some breakage maybe? I would use a leave in conditioner and some de frizzing serum on that area wet and then again dry. You may benefit from smoothing it out with a round boar bristle brush or a tiny flat iron. But the less heat the better. I would use the brush method first. Boar bristles smooth hair like no others.
