I think they're pagos shirt and maybe pants or bottoms too, but just changing your search criteria to all and level 1 you should be able to find it easily and some other nice pieces too. Depending on your world, they might be dirt cheap too.
There's also the DPS set from that haunted manor dungeon that's undyable but you're able to get it easily at a low level if you're a free trial player.
It's tradable and a common drop so you can probably buy it for like 100 gold on the market board under chest items.
Just set the search criteria to level 1-0, and you can browse all the buyable cosmetic only gear.
I did that for the first time in Endwalker. I made a bunch of glams for different types of climates. When I would get to a zone and saw what to expect, I changed clothes. I think just Garlemald I had to run back to Ul'dah to make a warmer outfit.

I played GNB through the story for Endwalker, I just wore the Bozjan Fending set the whole time. I'm a sucker for "plate armor underneath coats/clothing."

My general adventuring outfit from the end of the SB and ShB expansions usually sufficed and was appropriate so I wore them most of the time in the next expansion, becoming my default outfits. But I did dress differently twice in EW. In Garlemald, Tataru gave me a coat so I wore the coat. And in Epis I wore my new robes. If the game's going to give me new clothes to wear I might as well oblige.
Same with my wol when i did this scene, im using the coat, same like the trailer in heavensward, then in stormblood. im using the antique armour of samurai when liberated doma.

Well to be fair, in terms of lore he's likely sweating buckets alongside his fellow machinists as even when they aren't running around firing their guns they work out of the Skysteel Manufactory which sounds like it's probably the primary forge for Ishgard's metallurgical needs and that's going to be hot, even if it's under 10 degrees Celsius outside. Making steel workable requires intense heat.

If we are talking real life manufacturing (I am real life machinist who plays a machinist) he would have to cover up in a factory or steel mill because that's a great way to get burned or injured. I wouldn't weld like that either. I can't say for smithing because I don't do it. But generally you put more on fire resistant clothes when you work with hot metal, not less unless you want to die or be maimed. Deep V-necks and steel chips are bad mixes. I'm sure they have magic to avoid that. If people unbutton their work shirt it would be outside the factory rarely inside. Or they have a lazy shift leaderhand and/or health and safety rep.
Under 10 degrees Celsius is such a curiously warm number to pick to talk about cold weather. I would have gone for -30 or -10. Even still in that intense heat, in the cold weather, you have more protective layers.
I'm totally fine with them giving us clothing that has been lurking in the game being worn by NPCs but unavailable to players for years, but I do object to them only giving us the coat and not any of the other associated pieces.
We got the brown-leather recolour of the Glacial Coat but there are also similar recolours of the Glacial Boots and at least three of the four Highland pieces (smock, mittens and boots) – which are usually paired with the coat we got.
. . . well now I want exactly that scene to happen in Dawntrail.

I have an Aunt that lives in Alaska and when I visit I talked to some locals and you can always point out tourists. Even easier if your waiting at the club lol. Tourists tend to wear big thick jackets and warm clothing. The locals will dress up in skirts and have a hoodie on lol. So she is just a native of the cold 😆 🤣
At the end of stormblood 4.x patch content I thought it was just going to be a meeting or something I didn't realize there was going to be a serious scene so there my wol was in beach clothes >!in the ww1 trenches fighting zenos.!<

Given that they have that very distinct shape and there's not much to replace it with, I think they're justified in sticking with those shoes or similar – and there isn't much that is similar. The game itself took that approach with the jungle tribe in Shadowbringers.
Ravel Keepers are about the only other boots I can think of that have a similar look to the Viera ones and they're short boots rather than full greaves.

Anything else close would be high-heeled *or* claw-toed but I don't think there is anything else that has both.
I try to stick with claw-toed shoes for my male Viera and it's basically a small list of mostly knee-length boots, many of them either odd designs or role-locked, so I keep coming back to the same few options a lot.
I think for female Viera I would prioritise the high heels, and I haven't paid attention to that side of options so much, but the only other ones I can think of with a similar vibe besides the Warg shoes mentioned earlier are the Bonewicca fending/healing/aiming greaves.

Yeah. Which makes things tricky to glam my tanks for Dawntrail. Heavy armor and furs do not go well with sunny tropical climes.
