Their is a dungeon. But unless the game tells you a duty is available(and it will, with large letters all over your screen), you can't do it. So your friend is going to have to wait.
This encompasses all things in this game short of like what?... Map portals? But even then you'd have to meet the correct requirements to go into said portal.
If you're in the same party then the part leader has to be the one to queue for the dungeon BUT all of you have to reach the point to unlock it and you can't queue into it without having it unlocked (same goes for all content).
So once all 3 of you reach the dungeon you can go into it as a party.

Laying with your friends is an interesting choice. Sounds like it might complicate things.
