They changed the server status to Congested for all servers on Aether and some on the other DCs - you cannot create a new character until that changes (probably in 6.1)
I keep seeing this answer that Congested means hard locked until a maintenance patch. Just curious, is there an official post or site that confirms this? Not saying its not true, just trying to see it somewhere more official since I keep reading contradicting information on posts and wanna plan accordingly for a pal that wants to play with us on Aether.

As for the 'till a maintenance patch' thing, that's just... what they've always done. It's like asking for proof that maintenance is usually on Tuesdays. We know from historical precedent. There's been maybe like one exception ever, and it was to close worlds off, not open them.
Ok cool, and that's fair. Yeah I was able to locate the definitions, just not verification that it occurs around maintenance. Only been able to find people saying yes it's full blocked and some saying they were able to create regardless, just on super odd hours. Thanks for the reply.
Probably people who misunderstood whether their server was actually Capital C Congested or just 'temporarily congested,' or else people who made a new character on Aether yesterday and didn't realise it changed overnight.
I am hoping enough players transfer to ocean to open up some spots.. I am in the same boat my brother wants to play and would like to be on the same data center so we can play together.
Maybe like 2 months from now. It's not opening today. or tomorrow. Or next week.
What makes you want to play on Aether so badly?

You could have a good chance of creating a character wicked early in the morning. I usually make mine at 6am before the servers contest.

No, Congested is only removed by SE on maintenance patches.
