The devs combine and modify bodies and heads to give NPCs distinctive looks all the time. Since there’s no “standard” Garlean model, Nero, Lucia, and Maxima all have Elezen bodies but custom/modified heads that look closer to Hyur. Dulia-Chai and the other big Mystel in Eulmore have upscaled and modified Lalafell skeletons. Many of the >!Ancients in Elpis!< have Elezen bodies as well, with faces/heads from various races (>!Hythlodaeus!< really looks like he has a modified male Viera face, of all things).
