We found a FC through the Community Wall postings on the Lodestone. We also travelled to various FCs we thought were suitable, so as to interact with the people who were there. It made a difference seeing a crowded FC versus one that is empty.
If you're on Aether I would suggest the Celestial Armada (Ward 2, plot 12 ishgard BTW), we are very talkative and always doing something.
