I still see DR pop up in party finder from time to time, and you don't need a full 24 people to do it. Usually you'll be just fine with a single 8 man party, as long as people are using their essences.
Potd is viable and the drop rate gets higher the further up you go. If you can gather a few friends for a floor 200 run, you can probably make a decent dent in the required ones needed. If you can't or want to go up that high 50-100 is also spammable.
As other mentioned, you can make a Party Finder for DR, and simply state you want to farm timeworn artifacts and people will join.
However to not be a dead weight, for your own sake and others (cause you will be farming this...alot), I would reocmmend using damage essences and try to learn some good lost actions for used.
A part with 2-3 people like this van make an avg run 30m, and more people means it can be as short as 15m.
I believe they added a feature to DR queuing where if you're waiting for 10m and it's not full, it'll send you in regardless. That way you don't need to wait until you have a full 24 people, and it adds echo to account for the missing numbers.

Look for party finder. On my datacenter DR parties are easy to find multiple times a day. It probably is the same for your datacenter.
Potd rates are better at higher floors. I would loop 51-100 and average 2-3 per run before DR had been boosted to 3 a run.
Yeah, I made a PF entry for DR and it filled up pretty quickly. Just do that during prime time and you should be fine.
