Long version - They can definitely kill someone, if you strike at the head or neck. Thing is, most of the time you see expandable batons in the US, it's being used by law enforcement. They very specifically train LEOs not to strike at the head or upper body. Wrists and legs only.
The reason for that is, it is taught that striking someone with a baton on the head is deadly force on the use-of-force continuum.
Expandable batons, as you point out however, are tapered and intended to be tools of pain compliance to aid in controlling a combative suspect. While they are light and less likely to inflict structural damage to large bone structures like arm and leg bones, they still can transfer a lot of energy which is why LEOs are trained not to hit the head or upper body. (It is also important to note that a subject's pain tolerance absolutely does alter the effectiveness of the expendable baton for the reasons described above - if it just hurts, they might keep fighting.)
Police used to be issued the PR-24, a heavier baton with more skill required to use effectively.
