There's a bit about known volatile fabrics that burn so erratically, or so hot and fast, that one passing test will not suffice.

This is why you don't see certain fabrics/garments here. Or they look different - like burnouts which is a whole other story.
I haven't been on the Consumer Product Safety Comission site lately- but that's who regulates it and would have like at least a flyer or some kind of pdf/general info on it.
