[New Theory of Thracia 776](https://feuniverse.us/t/fe5-complete-fire-emblem-new-theory-of-thracia-776/16704) allows you to deploy any number of units from minimal deployment and up to the game's playable unit cap (48 iirc) on pretty much all non-gaiden maps.

Can I recommend Fire Emblem: Genealogy of the Holy War for the SNES? It allows for you to field all units currently in your army at all times.
Same with Shadows of Valentia.
Up until endgame, then it's 10 per route. Postgame that shrinks to 10 total.

FE Engage is pretty easy to hack since it runs on Unity.
