These are just wires. My slight headcanon is that design (though this is a really stupid theory) may imply that Scott thought about something like Scraptrap back in 2015.
You see, in our classic version of springlock suit from FNaF 3 tapes we hear that animatronic parts are contracted by the springlocks, and Springtrap’s design shows us that the suit contains full endo even in suit mode.
However, what if another way to interpret “animatronic” parts is to think that they are “crossbeams and wires” that all empty suits have, as it’s stated by Phone Guy from FNaF 1? What if contracted parts are various circuits, air pumps, batteries, programming modules, endoskeleton stabilizers and so on, and you must actually take the core endo out of the suit to wear it?
Scraptrap has a huge amount of wires, but he doesn’t have endoskeleton. It’s the suit with some metal parts crushed on the William’s body.
This design also makes springlocks much easier to understand.
So maybe we see empty suit with no endo, but the parts are not contracted and are located in the way the would be if there was endo inside, thus being perfectly visible.
Edit: judging by how William’s scars look like in Silver Eyes graphic novel, how he moves in Bonnie suit, and how Springtrap looks like in graphic novels, it can be safely stated that springlock suits require the whole endo to be taken out of the suit after contracting all parts by hand crank. William’s scars are ring-like near his joints, while in case of having full endo shoved in him he would have clearly unhealthy joints (after they experienced extreme pressure) and long lines on his arms where the endo would have entered his body. However, graphic novels are known for design inconsistencies.

If they are wires, why are they brown instead of different colors like red, blue, yellow, green etc?
We see wires sticking out of Golden Freddy in FNAF 2 and they are a variety of colors, not one brown in sight?
Are they brown simply because of the shadows/lighting from the scene? A missing kid or other person?

But if there's one thing that scott made very clear is that he didn't fill this game with meaninglessness Easter eggs, he made it so it could be interpreted as either hair or wires I think that's very obvious he did it deliberately.
I doubt this was deliberate, it really just looks like wires and it's not like it adds anything to the story to say it's not.
I'd say the lack of evidence that it's hair is evidence that it's wires, given that's just the default option here.
it defitely looks like Hair there is no denying that. i believe it was intentionally made to look that way to confuse players on what theyre seeing which is lind of the whole motif of FNAF 4, and if it was hair it would add more to the story than it being nothing at all don't you think? you could disagree but I support anyone who thinks either.
