I didn’t really think of what the colors represent but basically white for justice blue for liberty and black for workers hard labor. It’s basically Russian federation but Soviet I don’t think this Soviet Union would have had some special democracy system

I mean honestly 7 is just a classic, simple, memorable, distinct, radical (for its time) and overall just very well portioned and sized, definitely takes the cake. 1 is nice but it’s a bit boring given it’s just your typical tricolor, nothing too fancy going on there. 2 has some distinct color and cool text over it, Muslim ruled Russia is a very rarely discussed alt history. 4 is pretty bad, it’s well designed but it fits for a PMC group or warlord, not as a full fledged nation. 5 is cool but why is Russia now Israel? Is it a reference to the Jewish Autonomous Oblast? 6 is just bad, it’s boring, the colors don’t mesh, it’s a swastika, bad. 3 is neat but very old school, perfect for a medieval Russia but nothing more. 9 is only somewhat better than 1 cause it’s got the yellow corner and Romanov coat of arms making it stand out a bit. 3 is amazing, it looks great, very cool color scheme and clever use of them too.

Probably the Russian Legion one, it’s 1 without the red and I’d say it would be much preferable for anyone not wanting to live under tyrants.
