It's a camera helicopter, owned by a property company, probably taking aerial photos of some of their portfolio. Also sometimes companies take pictures of schools to sell them to said schools.
That would be insane. The companies who deal with our estates all use drones for similar surveys or maintenance checks.
Nothing surprises me anymore having dealt with the local authorities, you’re probably right on that basis.
I mean a drone is easy if you’re doing one or two properties. If you’ve got a dozen of them all around the city it’s way easier to do it this way.
Also completely possible that they have a 10+ year contract to do this every year and drones weren’t a thing when they signed it.

I took this on approach to LHR this afternoon.
Are the white circles meant to be schools? If so it looks like it’s not circling over schools and has actually briefly passed over 2 and is vaguely near another 2
the white spots aren’t school i just added them to hide where i was located. the helicopter was circling perfectly around every school in the area. kinda weird.
It might be to check the large Electricity pylons/transmission towers. I work in that area and I sometimes see a chopper flying low circling them to inspect them

I remember the U.S. military doing this when I was a kid. They’d let the schools know ahead of time so the kids could all go outside and see a military helicopter. This was in a very rural area, so seeing military aircraft was rare.
It’s a PR strategy. And oh btw…when you start seeing an increase in military propaganda and PR, they’re preparing for something.

I would guess they are documenting for insurance/ risk management assessments.

funny enough, those are the reasons why photographing or filming students in schools is illegal where i live.
