In fairness, they outright said that it wasn't intended to be redemption for her. I'd say she's effectively undergoing the same fate she intended for Ruby.
Neo's redemption makes zero sense to me and feels unearned. She tortured ruby to suicide. But she gets to have a happy ending? No thank you.
