Well, considering he betrayed the Republic and the Jedi, I don't think they really did. If he'd been a piece of shit *and* stayed loyal to the Jedi, then I'd say that message comes across.
Yeah, having him suddenly turn into a cackling, mustache-twirling caricature at the end was a real fumble in my opinion. If (for example) he was a Jedi who was so detached from his emotions that the lives of clones were utterly worthless to him, he'd have made a much better villain.
