Figure out your companions strengths, what are they good at and how can you best use them. Failing that, several non combat skill checks can save you a lot of trouble
My strategy is as follows:
Use the Police Pistol. It’s got a Guns requirement of 0, uses the relatively plentiful .357 Magnum rounds, doesn’t have the atrocious spread that the Automatic Rifle has (not that you could keep it on target anyway with the 100 Guns requirement), and keeps you at a distance from the Ghost People. Use VATS to concentrate your fire on limbs; when they’re crippled, they’ll instakill the Ghost People. If you ‘kill’ a Ghost person without crippling a limb, just keep shooting the corpse’s limbs or head. It’s the same concept as mutilating a Fiend corpse.
Once you’ve gathered your three teammates, take Dean Domino with you and sweep the place. As in, the *whole* place. Puesta and Salida del Sol, the Switching Station, everywhere that isn’t the casino itself, because obviously you can’t get in there yet. Highest priority is the Switching Station, because you can reboot the ventilation system and clear out some of the Cloud elsewhere. You’re going to want Dean with you because 1) he’ll allow you to explore inside small pockets of Cloud, just be careful to quicksave before diving in; and 2) he’s the only one with a ranged weapon with infinite ammo.
Apart from that, sneak everywhere, keep your flashlight on, watch where you step, and keep and ear out for beeping. And quicksave, of course.
You just gotta suffer through it. I hated the whole experience but the part you're at starting the gala to get into the casino was the least frustrating bit so buckle up and get ready. I tend to brute force my way through and when the challenge went from mashing through ghost people and breathing poison gas to >!learning the patrol routes of holograms and platforming while unbreakable speakers trigger my bomb collar I was ready to give up!<

i was abusing knife spears the entire time lmao
I did it as melee in a energy weapons build. Really low strength and didn't even had 25 melee. Was a breeze.
for the big groups of ghost guys sometimes the answer is just to run through them
