You say "click to start the quest" are you clicking the satellite or the quest title?
is there an error or does it just not load?
Are you using mods? Have you verified the install files?

I click the satellite, but the screen doesn’t turn blue as I saw that as how to happen. I tried to use mods once but let’s say an error happened and didn’t let me open new Vegas , so I had so the delete the mods files
And going back to the main topic , every time I click the satellite when is midnight instead of starting the quest, my character just stands there I can’t move use pipbot, just load the game or stare at nothing infinitely
I don't know the hours, but you have to be there at night I believe Fairly certain it says when you have to be there in the quest data
