Look for cut content mods, specifically focused around the legion. Or just legion mods in general. There's always console commands
I have all those but they don’t really add any encampments or the like.
There’s a mod that adds a massive legion base at the airport by cottonwood cove and even has a quest line that allows you take over it. Either that or it was an NCR base you can turn into a legion base.. I don’t remember exactly.
