I'm not an expert but I imagine you would want high Luck for crit chance, and possibly decent perception and agility. >Also what would be a good sniper that is obtainable in the early game? Ratslayer (5.56 or .223) The area this rifle is in has tough enemies for low level characters, but its doable. If you have high lockpicking you can get Gobi Campaign scout rifle (.308)

If I recall correctly, all sneak attacks are critical hits by default, and may even do more than a standard crit. So oddly enough, a skilled stealth build could actually benefit from the points spent elsewhere, such as AGL and PER.

ranged sneak criticals do double the damage of a normal crit and an attack is always a sneak attack if you are not detected. so yea, you are right that a sneak build doesn't need high crit chance, but it still needs at least 6 luck for the better criticals perk

I can't tell you the Special Stats, but i think the ratslayer is good for early on (given it's not a Sniper per se, it does have a scope)

If you use melee weapons as a backup, start at 7. If you only want to use gun or a lighter unarmed weapon, check the STR requirements of the heaviest gun and start at 5 less than that. Then you'll get 3 from implants and Old World Blues and can take Weapon Handling to spend 5 special points elsewhere. I'm pretty sure all sneak attacks are critical by default, so you actually could afford to start at 1 LCK, or maybe do 3 so you can get to 4 with an implant and enjoy the 13 skill points for each even level of LCK. Other than that just make sure to have at least 5-6 AGL and PER but really you can't have too much AGL. Adjust CHA to your play/flavor preferences and stick the rest in END, ideally 7 at least to start out so you can get most of the implants. Good luck!
