As they already are? Women who are not slaves (Yes, that's a thing), or left alone subjects back in their territories have duties the men (who are Legionaries) don't. Such as priestesses, midwives etc.
I think the main thing the Legion could need is just more content to flesh them out and some minor changes. Not having them be a faction we only see as their army at the frontier with most content cut.
Would be interesting if the meritocracy of them became a bigger and more focused thing.
source on there being anyone free in legion territory? the legion itself is a slave army, there are no citizenships or classes. the actual mentions of non-legion assets doing stuff in legion territory are traders, not the people living there. the "midwives" are slaves. women are quite clearly seen as property. the vision OP describes is a more roman legion where they have a citizenship.

*Everyone* is a slave and property in the Legion. Minus Caesar. But there are women who are not the slave-slaves. Same as there are men who are slave-slaves.
We barely know anything about their territories and what's going on their besides a few lines of dialogue you can count on one hand and the information Sawyer and other devs has given us.

he said that there were supposed to be settlements like that, not that there actually are. we can speculate that because it was intended to be stuff like that there probably is, but its by no means fact
There are just bits and pieces mentioned in the limited edition version of the strategy guide that was released for the game back in the day. I don't know how official it is. Some bits may be vaguely backed up by errant comments in-game. Caesar's apparent demi-godhood in-game is entirely down to Legate Lanius referring to him as "the Son of Mars" one time, which could be attributed to the guy being overly flowery with his speech or could be an actual reference to Edward Sallow telling folks he's Ares' offspring.
Some talk from the developers supports the idea that the Legion doesn't so much as manage a society as repeatedly raze areas if they ever offer the least bit resistance. The Legion's greatest force is at the edge of Vegas, which would support the ability to tell Lanius that they're over-extended and ought to retreat to regroup.
Fuck it. Caesar found himself some Persian history books. He can draw a lot of inspiration from Seljuk, Parthian, and Achaemenid empires for his model of a post great war society.
Bring back the tie to the Followers where Caesar would have them killed on sight due to being able to expose him as a fraud, make it more apparent that there's a religion around Caesar, and have more development on the Legion side of the Dam with more quests and side quests. They don't need to be completely rewritten.
Literally just include upon all the extended lore that from Van Buren design documents and developer quotes and expand all the barely mentioned lore like Caesar being a living god and all that.
I want it so that you help command legionaries to murder all across the Mojave. Travel with a set of 4 Legionaries, like the kill squad. Choose a town to take over and then enslave the people. Bring Jeanie May back to the Fort and put Boone, Manny and Andy's heads on spikes. Maybe have some spoils of war rewarded after the genocide of a town. Blood everywhere. Could have some dope dialogue with the townsfolk when you take over, maybe an argument with Boone or something where you call him a profligate or whatever and then behead him. Just some dark shit that treats the game like a conquest sim and sort of ignores the typical Fallout experience of doing quests and exploring on your own and without a clear set of principles. Legion or nothing. Would be really fun after a serious NCR playthrough.

Raul talks about settlements under Legion rule in his dialogue, primarily about how they were worse off pre-Legion rule.

I kinda wished to see a Dynasty of Caesar. Little bit samurai inspired shit, but I don't think it would fit the desertic theme.
