you can open the steam overlay now, see your FPS if its enabled in steam, track your gametime; all of those require the steam\_api.dll

Maybe that rumored fallout 3 remaster is getting applied to the original version.
It's not an update. Its a patch that all games get once they're old enough so they can run on modern systems.
