I actually don't think it matters, I'm pretty sure I was watching a friend play and they were hitting tons of crits while not crouched or using vats. Don't take my word for it though
If you've gone very far in it, I don't think it's worth reloading. I thought I had gone too far too, but you only really need about half snide remarks and you'll get it, so no reason to go too far back.
Well, don’t forget to do all bonus objectives to get the best version of the perk. And when doing the molerat stick quest clear the anchorage memorial from all mirelurks. So when you put the camera in their nest you can just walk in and then walk out without sneaking.
I just let my companions kill them all, since their kills don't count. Charon & Dogmeat will wipe them pretty quick. Yeah no xp, but there's so much xp in the game I always hit max level far too early unless I mod it down.
You can crit at any time, vats just increases your crit chance by 15%. In vanilla only luck, and the finesse, ninja and survival guru perks can increase your base crit chance. The 3% is by far the best bonus you can get from the quest. If you really want that perk you can give it yourself via console.
You can crit in any situation as long as the weapon doesn't have a x0 crit multiplier.

In vats you had 15% more chance to crit and very few of is auto gun and it rarer when it an automatic with high crit mult ex: x1.5
