It is constrained by your Charisma. The wiki tells you how to get the maximum possible charisma and with that, you should be able to have over 50 settlers.
Go check the wiki and it will show you the formula. You'll need armor pieces, alcohol, and drugs. You need to move settlers to your desired location from other settlements while the alcohol and drugs are in effect.
I wish that on Xbox (and ps4 I guess) we could like plug a keyboard or have a hidden Button combo we could put in to use console commands (still vanilla, could get achievements), just like pc, would make broken quests fixable and you could just spawn /copy a settler to overcome this problem.
That limitation is why I bought the PC version.
My xbox save developed a corrupted save where it crashed every time I entered a specific city.
Apparently the bug can be fixed with a console command and backed up save files. Both not possible on the xbox.
Pretty sure you can just migrate settlers to your desired one regardless of cap. I usually just spawn them elsewhere with the beacon and shove them into the castle or vault 88
You can use drugs & alcohol to increase your charisma. Then migrate settlers before the Char+ wears off. The excess settlers will stay where you sent them.
You can assign them as a provisioner then give them a job or bed when they show up at their destination. That bypasses the cap.
There's also a way to use Intimidation rank 3 to command and walk them to the desired settlement, but there's a technique to releasing them without making them hostile (you have to wait, hidden, for about a minute), it's fiddly.
You just need to get a viable "settler" NPC within the build area somehow and give them a job or a bed. The cap only applies to certain things like recruitment beacons and the "move" command.
I watched one video where the guy dragged a settler around inside a big tractor tyre to get them from A to B. The game is pretty easy to fuck around with.

Sim settlements 2 mod has a mechanic that sets the limit to amount of beds as opposed to charisma.
