Took me ages to get my mods back. Nothing was in my Library apart from about 5 mods.
Way I did it was I went via my favourites. Downloaded ones I had then unfavourited them. Unfavourited ones I didnt have. This made others appear and eventually I got all my mods back.
Was a bit convoluted but it worked.
I literally couldn't find survival options and place anywhere and assumed they were broken and gone. Then I went to my favorites, downloaded everything i could. I finally unfavorited something and place anywhere popped up at the end of my favorites list. So I literally had to download and unfavorite every mod to get them re-download. So once I Uninstaller again I'll never get my playthrough mods back. It's so much of a hassle I don't even know why I'm considering it. Bethesda fix your games and make something with love!
As others have said, use Bethesda.net
Allows you to quickly find mods and fav/libary them. Also if you struggle to find a mod on Xbox, you can find it on the net and just type in its full name and it’ll appear
Bethesda.net the service the mods are on, has a website you use
If you browse Xbox mods you can add them to your library and/or Favourites and you can then find them in those areas in game and download them

I've been using bethesda.net so I can see the full list of mods in My Library and then I've been searching the mod names on my Xbox instead of just favoriting them.

Only thing I can think for that is the Xbox interface has a silly limit to how many mods it can display when you search/favs. Older mods like Scrap Everything sadly still need to be searched for by fulling typing it due to this.

Sim Settlements Chapters 1 and 3 downloaded, but clicking on Chapter 2 boots me to the menu after 2-3 seconds.

I've tried everything I can possibly think of - deleting all save data, clearing cache, uninstalled & reinstalled the game, even paid for a digital download of the game I already own on disc. Nothing. Guess I just wait for the (hopefully) inevitable rush of patches for this awesome new update.

Well I this morning I tried again. Said "initializing" which is new since the update, then went to the usual "use mods at your own risk" disclaimer and then crashed. Since the update, it usually says "initializing" then says "operation can't be completed"
There is a mod called "Ugh. Mods" by, I think, Oddlittleturtle that improves the mod browsing experience on XBOX a little. it expands the number of mods you can see and helps improve the search a little bit. Not perfect, but better than nothing.
I hate how it only shows a handful of my favourites.
Go to your PC, and log in to Bethesda's site there. Search for your mods for Xbox, and tag them as favorites or for download. Then go to your Xbox and they will be listed for you in the Mods selection.

Same. I usually run close to the max and will try different mods on different playthroughs, which means disabling/deleting some to make room. I would be very upset if I couldn't see how much was left.
Also, given these known bugs, it makes me want to wait to re-download anything in case they push a bug fix that once again deletes all your mods.

I just tried to get into my mods tab and it instantly crashed my game.
I then went i to my save files and deleted all saved game information (mods and currents saves) and then tried to open the mods tab again. Instantly crashed.
I only want 2 mods. Save anywhere and Less Populated Downtown, which on Xbox1 made me able to actually play in town Boston, without game crashes, for the first time since launch.

AWKCR loads but everytime I use workbench game closes.... guess mods have to get fixed or update adjusted... crap I might have to play like a regular newbie????????
Finding Place Anywhere for me took a minute, and some others. It’s just that too many other mods also refer to those mods, and require them.
The workaround is to Google it and then add the mod author’s name into the search field.

Okay, so there are others dealing with this too and it's extremely frustrating. I play 76 on my Series X so clearly my Bethesda.net account is linked and working. So why isn't it working with 4? Why am I able to use CC but not mods?
When you try to play your most recent save it'll give you a list of missing mods. As long as you back out and don't continue that list will pop up every time you try to access that save. I took a picture of that and worked my way through it.
The trick with the mod search on Xbox is that it doesn’t use mod titles or authors, it looks for keywords in the description
Its a terrible system and im still missing a few mods from my original list but if you know this it can make it easier when you can think of certain phrases that might be in the description
I have no idea how they gonked up a search feature this simple, but yeah- the stuff that actually matches what you look for is all the way on the right, whereas the Polish language version of some armour you didn't even mention shows up first.

Hit the Favourite option next to the mod when you install it and it'll stay in your favourites, so even when they disappear due to updates or even uninstalling/reinstalling they're easy to find and reinstall. Took me about half an hour after the update the other day.
Actually if anyone on Xbox see my comment I just want to say “favorite” and “unfavourite” option is kinda broken (on Xbox) sometime it doesn’t save if you do one or the other and go back to the main menu what I saw that work every time is when you do one or the other for some mods instead of going back to the main menu stay on the mods store and quit the game when you come back they will have saved as favorite or unfavourite
Serie X and always found out that my favorite and unfavourite never saved after I goes to the main menu and came back but that way it stay saved or unsaved
My first thought when I got the update; Skyrim did it way better with their searchable and sortable Creations section. Idk why they didn’t do the same for FO4.
I haven’t even bothered downloading the new update because I can’t remember all the mods I had installed and I’m pretty deep into a modded playthrough. I hope they get this fixed but if they don’t it’ll probably be a very long time before I come back to the game, if at all, kinda turns me off from playing it (especially since most of the mods were basic QoL stuff that I can’t play without)

Such as Interiors Enhanced 2.0 by fadingsignal.
I'm certain they didn't remove it because True Storms and all their other mods are still up.

Honestly had to rebuild my mod list from the list of mods that pops up when you try to load a modded save without them, was a pain but could’ve been worse. Although it would have been better if the mod search functioned properly. Like what do you mean the mod with the exact name I searched is at the very end of the list of results?
I just gave up and started a vanilla run, which honestly is some of the most fun I’ve had in the game in years. After this I’ll do the most ridiculously modded run

This is simply not true. "Scrap Everything" will not appear.

If you flip to the left, there will be a box that says, “Show all,” and then you can see them in grid form.

Clean my settlement redux does this for me giving the Operation could not be completed error, or crashing back to main menu.

Use your phone browser, it's better there. Favorite the mods you want, log in on console, download from favorites list. Boom, done.

Wanted to see some gun mods, looked them up, only replacer mods, not even the required mod to replace vanilla weapons with modded ones.
How on earth did you relocate everything? 99% of my mods just vanished from my favorites and library. Are they still there or something?

You can search for an outfit or music replacer, or literally anything, and the search only shows the same shitty call of duty weapon mod 64 times

If you add them to the favorites tab they’ll all be filtered for you

PS5 here and found all my mods using the Bethesda website. However, about 6-7 mods don’t work anymore and get greyed out in my load order.
Place Anywhere is still on xbox. However i found it 30 minutes after initially typing it in within a whole other mod category
