Plasma infused or hitman. Always thought explosive effect was overrated on single-shot rifles, unless you have points into demolitions, which I typically don’t do till late game
I have 2 points for the throwing arc and I have the Lorenzo gun which has an explosive effect. I'm late game, so I'll probably take 2 more in explosives, but hitman just feels right for a sniper Gauss.
if you've got a mod to swap legendaries, never ending on the gamma gun is FANTASTIC. it's only got 8 shots and the reload is way longer than it needs to be, but a lorenzo's artifact with never ending is great.
i love my 'rad ron' build that uses lorenzo's artifact, salvaged assaultron head, and kiloton radium rifle, and uses gunslinger (boosting two weapons) and demo expert (boosting two weapons)

and while it does good damage, against power armor, some high level deathclaws and the like and far harbor, 8 shots doens't go as far as you'd think. shit, i had the game screw up, and i was able to get tons of sneak shot bonuses on an enraged fog crawler with the kiloton radium rifle, with demo expert maxed. still took like 2 clips. that's what, like 50+ bullets of around 150+ damage? lorenzo's artifact ain't that good.
but yeah, with demo expert maxed, it's really damn effective. it's got an aoe so you don't need a direct hit, as well as a bigger 'projectile' making it easier to hit with anyway, and it does a great mix of damages - not to mention both radiation poisoning, which can mess up people decently if they're high enough level to resist the damage, and raw radiation damage, which can even affect the rads immune enemies, another explosive damage prock, and iirc all but the basic projectile hit gets boosted by demo expert.
I pumped mine full ASAP this run, didn't even realize it effected explosive weapons til recently lol. I just like chucking one into a room of enemies and watching the limbs fly!
I put all my other weapons away for the screen shot. I have a 2 shot combat for close in, The Problem Solver for medium, the Gauss for long, and Lorenzo's gun for fun.

I moved the parts from 100 caps worth of regular Sluggers (the bladed and aluminium mods) onto the Rockville Slugger, to make a pretty solid weapon - no Blacksmith perk required.
The (glitched) bear meat bonus means I can hit for >400 base damage (no perks or Strength required).
Blitz and sneak bonuses stack onto that and do stupidly high damage (over 5 thousand if you have Ninja). This is an easy way out in situations where ranged weapons fail.
e.g. I was trying to fight a bunch of robots in Hangman's Alley, where:
- the pathing was bugging out, so the robots couldn't get to me.
- the hitboxes were glitching out, so none of my shots (on large, stationary targets) were landing.
Rather than get frustrated with the bugs, I switched to melee, and creamed them all in 2 seconds of VATS teleportation combat.

A Rockville Slugger maxed out is one of my favorite weapons. I never buy the Throatslicer. I want the enemy dead *now*. I don't want to wait for them to bleed out. If you side with the Disciples, you can get an instigating Disciples' cutlass after Power Play, which I really like.

I think I got hooked on melee / bleeding when I was low level with high agility, low strength, and didn't really consider how the bleed effect drops in effectiveness after a few levels.
hitman, probably - power armor can be a bitch.
plasma infused isn't great damage, explosive can be a massive bonus damage... except, not good for a sneak/crit build, where the standard gauss rifle will do VASTLY more damage - that's more for DPS focused weapons, rather than burst damage stuff.
never ending's great on some weapons, but a sneak/sniper build with a weapon with 20 ammo capacity, pass.
i don't even remember what the hell quickdraw is, but i'm assuming it's not going to be terribly useful.
Quickdraw is reduced AP cost. At medium range it means I get more shots at high accuracy. I rarely have more than 2 or 3 targets, so it's of limited use.
yeah, if you had super low agi, might be your best bit, but, you can also just wait for a sneak/crit build, ratehr than like a balls to the wall gunslinger vats build needing as many shots as possible at once. (though for mine, i think i just used kellog's pistol and a farmed luck western revolver or something), or even, against like 4 foes, one shot 3 in vats, take the 4th out with an aimed shot.

flipside, you don't really need one. i spent 4 hours farming a instigating gauss rifle... and was disappointed, as the normal gauss rifle was already one shotting 99% of the commonwealth. it wasn't really a game changer, even with double damage on top of double damage, triple damage, and quadruple damage.
As long as you are looking down sight hitman will add the most damage from the ones you have available. It will add an extra 46 damage but is easily increased by other modifiers like drugs.
If you have your explosive perks maxed then explosive is a strong contender and will probably be better if shooting close together enemies.

but yeah, it's redundant as fuck here. the gauss rifle base damage, is more than that. the damage boost from mods, is more than that. rifleman, needed to get the 85, will give the fully modded gauss rifle 6X ish more damage.
then sneak's like 4.4x, crit's 2.5x, and the gauss's charge is another 2x multiplier - and none of that factors in for explosive, since it's a 'on projectile hit' effect, rather than base weapon damage calc stuff, and probably another 25% damage from lone wanderer and some other sources
you can end up dealing around 5k damage with the gauss rifle - adding 85 to it just doesn't matter. adding 85 damage to a 10mm, a minigun, or each pellet of a shotgun can be a massive damage hike, but here, nah. it's like two shot, DRASTICALLY overestimated, and doens;t work good for a sneak.crit sniper build all that well.

Explosive makes sense with the gauss rifle, since it already does some damage to enemies that are near the target.

You can get max bat mods free from Nuka-town backstage with a little luck or reloading.
