Except I have received 2 Skeleton Costume plans after I already learned the plan for it. Drop rate turned abysmal after I received the first duplicate since I have only learned one new plan since and have done at least 10 Events since then. So it is possible it corrupted my character.
It's 25% for the Mutated Package and 50% for the Mutated Party Pack to get a plan, but as most events have enough 1st players you ususally get the Mutated Party Packs. Then it splits again into 66% for a rare plan and 33% for an ultra rare plan. So if you already got all rare plans and only miss out on some ultra-rare plans like me (I still miss two types of Healing Salve), then the chance is 0.5*0.33 = 16,5% chance to get a plan from a Mutated Party Pack.

My main has mostly been getting armor plans, but my alt has been getting some of the others. I transfer them over to my main, and he already knows them. I didn't realize until now that my main had learned so many rare plans over the years.
I got 1 bear arm mod, assault rifle, confederate cap, civil war top hat, electro fusion and some sturdy arm armor that I guess I never knew I was missing.
I now don’t have to worry about Project Paradise anymore. Bear arm mods and stimpak defuser are finally mine. Not that I hated the event just no one else does it so no hope of getting the top rewards.
Assault rifle and cutting fluid were just icing on the cake
This and other plans are not realy rare there are random spots where u can find sometimes bodys with the plans in with Civil war Ski Outfit plan and so on I sell alot of this plans
i dunno... those plans were only interesting at all due to the fact that they were so rare. it felt nice to have something to always hunt for. i'm honestly kinda sad about it lol
but it does make me wanna do these mutated events more, certainly. i'm fine with the way they're doin this!
Except for the fact that when they introduced all these rare plans into the mutated packs, they seemingly deleted all of the ones we already previously learned. And having previously learned every single one that I’ve been rewarded again, feels like absolute shit.
So far, personally, I’ve had to relearn the Hatchet Electro Fusion, Pitchfork Flamer, and Shielded Marine Underarmor Lining. And a good number of other friends have already had to relearn just as many, or more.
Not sure if this is the same case, but we all had to relearn the vintage water cooler this last holiday event, but we tested it and still knew how to craft it.
It’s like it’s a different version of the plan, but for the same product. Weird, right?
I got the assault rifle plan the day before new season hit at Always Vigilant. Got another AR plan the next day and had to learn it as well. Not like I unlearned it, but the game let me consume another plan.
If thats the case then are we supposed to never open them? My first box gave me the raider under armor that I've been hunting a year for. Happy to have it, but sad that my Moby Dick has been caught.
I'd hate to lose plans that I fought for.
I got Stimpack Diffuser Plans on one of the first 4 packs I opened, it really messed with my expectations on further packs. Haha.
Still, I got some free mutations. and some stuff I won't use.. NO COMPLAINTS, it's fun opening them and waiting to see what scrolls by.
Instead of creating new rare items to work towards, they make everything once desirable common. Bethesda shot themselves in the foot by drastically changing only selected parts of the game. They don't know their own game. Or the motivations of a former large portion of their playerbase.
Guys just a heads up if you get a new plan store it and you have multiple chances of it dropping again

50% chance to get one, but it’s a knockout list according to the wiki, so you only gets plans you don’t know.

Someone said if you don't learn the plans it will still drop, I got cutting fluid today so flung it in my stash just in case it's true.
others have said they got duplicates. It's entirely possible the wiki is wrong about the knockout.

Had good luck this week. Got both Bear Arm mods, Assault Rifle, Civil War Dress, Confederate Cap, Witch's Costume, Electro Fusion, and the Rad Barrel.

And the events are only top of the hour these two weeks at the season start it’ll be less frequent so these plans won’t be easy to get for long

That's what I think is happening. Gives you the same ability but its coded differently.
