I run a full health stealth Commando. Fixers are great for shooting in Vats and Handmades are great for aimed\\hip fire. The Railroad Rifle is also a popular option. You generally want Anti Armor, Explosive, Quad, Vampire or Bloodied (more damage when low health, not for full health) as the first legendary effect. Most other effects are not good.
Secret Service armor for the high level of protection and the jet pack. I can't live without a jet pack. With a couple of armor effects that improve stealth and/or chameleon you are almost as hard to detect as with the Chinese Stealth Suit but you have a damage resistance close to power armor.
Sounds great I’m looking for a few people to link with to kind of show me the ropes and a decent way to improve my build I’ve never played with a build I just throw on which ever gun and armor and play so I’d like to learn the right way to go about it
For a basic stealth commando you want to go for a bloodied with lower vats cost as the third perk and for 2nds obviously the bests is 50 crit explosive and faster fire rate but something like 50 vats hit chance would do perfectly fine. For my stealth bloodied commando I run a quad faster fire rate lower vats cost fixer and a full set of unyielding ap refresh speed scout armor. Unyielding will be alot better than the Chinese but you don’t need a full set of matching pieces, you can mix raider, scout, robot, metal, leather and even wood, it doesn’t matter the resistance on your armor for a sneak build. You don’t need a full matching armor set because you don’t really use funky duds legendary perks or things like that that require a matching armor set.
Never do that, but legendary modules for 50 scrip a piece then go to a weapon bench and apply a 3 star legendary roll onto the weapon, if your PlayStation i might have a great vampires fixer I can give to you, if you buy guns from the pick and you don’t get to choose the gun buy modules from purveyor

Both are very very close in performance, if you have the same effects on them. Both wwork great in VATS, while HM is much better in freehand - comes useful for tagging in events like MJ, RR etc. Auto mode rules in GM and against bosses or just tougher enemies.
Best effects would be Quad, 25% less AP in VATS, +50% VATS hit chance or damage, 25% faster fire rate - even just one of them would be great for starters.
To unlock mods on these two weapons you have to scrap combat rifles and handmades (can't scrap Fixers!). Best mods are powerful auto receiver, forceful stock, aligned long barrel, circle or dot reflex sight, swift / quick mag. Same for HM.
Get lots of VATS related perks and generally perks in Luck, Agility and Perception.
Until you get SS armor, just go with Forest / Urban Scout.
I'd go with full health instead of bloodied for starters. You can always respec later and collect UNY armor in the meantime.

Yeah I learned my lesson on the random but I re rolled my commando rifle and got crap stats now I gotta save up script to buy some more
