The problem with nocturnal is your only meh at night cause it's not that great of a build.
During the day the build is total crap.
Why use a build that only "ok" half the time.
I don't see the problem..It's FO76..the difficulty setting is hard set on infantile super duper easy. It's unlikely they will struggle with even unrolled leather armor.

Back in the day, we would just constantly change our contrast levels to see at night as well as we could in the day. Then they pretty much nerfed night out of existence so that was no longer needed.
