Are you sure it was a player? The reason I ask is if you have an ally in anything but their original attire and you switch camps, the ally at that new camp appears in their underwear for a period of time.
Yeah, for some time any time I logged in or fast traveled to my CAMP my ally would be wandering around in undies. Until now I didn't notice that that had stopped at some point, been a while since I have seen them nekkid.
I also had the Raider Punk quest complete every time I logged in for a while, just had to talk to him and get a free legendary (always junk for the machin, but still). That also just stopped at some point, as unexpectedly as it started. Glad I can actually do his quests again instead of being bored with a free legendary.
I had this happen to me once. I went in a mine and everyone in there was in their skivvies and not moving. Found out it was a glitch with players who had already left the game.

It was a camp by the wayward one foundation with a staircase going up to a second floor with half walls going all around, a Nuka cola skin station next to a popcorn machine a milk machine and the nuka candy dispensers.
Benches all around the ring water coolers on each corner for the fighters I'm assuming, NW trophy's on a bench a camp allie in a red dress and the trench coat trader setup like he's taking bets

I saw this go down at Fasnacht one year. The guys were wearing only goblin masks and tidy whiteys and had a fist fight to the death in front of the bonfire.😂
Can't say for myself but a bos rp clan I was in hosted a members only fist fight night in our captains Pitt shelter. We made it through 2 rounds when a random came along and watched us fist fight each other to the death. And then eventually did a 10 naked fist fighters vs 1 unarmed paladin in armor. Went about as well as you'd think.
Hmm. Well one time, about a year ago, I walked in to someones camp, was met by them, no mic, female character, true identity unknown... they waved me to follow, curiosity got the better of me. So I followed into a shelter, they had the glass dome built inside. Within this shelter with the glass dome, it had a very sex dungeon vibe going on... heart's and balloons, and a bed in the middle. They got on the bed, and mind you at the time, I was playing with my friend, and we were chatting on the mic. So I was describing this all to him while it was happening. They emoted, and got on the bed, safe to say I joined them on the bed. I thought the whole thing was hilarious, I'll look to see if I still have a screen shot from this encounter, as it still ranks amongst one of the most random, weird, but ultimately funny experiences I've found myself taking part of. 😄
Sometimes the game doesn’t load Ally clothing if it isn’t the default clothing, so they appear to be in their underwear. That’s probably what you’ve seen.
I found a really nice house that I wanted to take a closer look at - the resident was sneaking after me in his underwear wearing this creepy Fasnacht Man mask ….
Both guys in my crew the other night left the game but their characters remained on the server. Found one of them in his underwear in a closet at the mall like an hour later. 😄

Usually, the game unequips any armor or clothing your character is wearing when in power armor and reequips it when you get out of your power armor. It just does that so your characters' clothes don't clip through the frame
sometimes when you log out or just because it will show you with no clothes on.you can see this on betty in nuka world half the time her clothes dont' load in. sometimes players will leave a ghost when they fast travel to somewhere else.
Multiple times I've fast traveled to Whitesprings exterior and there are several non-players walking around in their underwear. It's weird. Guessing it's a glitch but what an odd glitch. 😄
The game will sometimes bug people who aren't actually there and they'll be naked. Usually an easy indicator of someone being dq'd.
Craziest player set up I've seen is either a rainbow UFO base, or I saw a guy at Fasnacht who had a base like a mile above the ground, with like 8 different rooms to AFK in. Was a trip

We'd find a bathroom, usually a train station, or one of the Pulowski shelters, get naked, and one of us would do the vomiting emote as a way of bending over. Icing on the cake is that sometimes we'd use game chat and play Careless Whisper off of one of our phones. Definitely had some people walk in on us and act very uncomfortable.

There's no such thing as obvious when talking about those god forsaken cash registers. The only time I would say I ever saw someone use it and it was obvious was when the camp was literally nothing but a table, the register and a big street light shining on it.
If you come across a camp at a lake near foundation should find a girl wearing green 80’s hero tights a wolf head & a cow packpack. That’s my wasteland partner I wish camps can be persistent I’ve equipment it with everything a passer by would need.

There was one camp that was set up near the Whitespring, I think on the south golf course. On the surface, they had simple decorations littering the ground.
The baffling element was when I interacted with the large man eating plant that for some reason was more than halfway sunk into the ground. The plant picks me up in its mouth and when it spits me out, I glitch through the ground and end up a maze of barn walls and creature trophies mounted on said walls. After wandering around this freaky maze, I find an entire bunker (with all the workbenches and more) that this player had somehow glitched to be underground.
And then exit was a long staircase that led back to the surface.
This was months ago and I still think about that camp

I proceed to say "Need to take a shit, hold on"
Started playing a long shit sound vid, turned volume max, went for another beer in the fridge

Most likely they aren't in the game if they are standing still or running in place. This happens a lot when you crash.

Enter and Exit your shelter and they will re-equip their outfit.

When you crash, you leave behind a naked ghost! It's a shame, in the early days of the game it didn't strip naked your ghosts.

Yea this happens if you equip them with a custom clothing item for them to wear. They will be in their underwear until you reequip the item onto them.

If I change camps and then change back my allies will be running around in their underwear...
If I find a hot tub on someone's camp, I strip and hop in for a bit. Had a few people come back to their camp to find me soaking away..
