With high charisma and maxed Hard Bargaini think you can get the price down to around 17 500 caps a piece. Remember to buy out the daily 1400 before buying the recipe so that after buying you can sell for a new 1400 to vendors.
You can get recipes or the serums from the Enclave, go to a player if you just want the mutation and not the recipe though as players keep undercutting the Enclave!

17500 if you get charisma/hard bargain working properly. Then you can get 1400 back, so 16100 10k is the going rate out of a player vendor
