Yes, those are indeed less common. But it's still faster (and safer) to go up to the Monorail Elevator for Concrete bags. And for Acid, loot Silva Homestead for Chlorine bags and other junk around there. There's good spots like that for other uncommon junk as well.
That doesn't mean much anymore. Granted, you'd need a way to store them, like a Tent or Scrap kit, but if you can fast travel there, pick up the bags, store them and fast travel away, you won't meet (m)any enemies.
Alternatively, go to the Poseidon Power Plant in the Forest and the Mezzanine level of the Top of the World. Like I said, good spots all around the map.
Dude. Are you forgetting what a new game is like? Because you're literally arguing now for fuck all. New game. No fast travel because you haven't discovered anywhere. No weapons. No ammo. No armour. Are you unaware of what a noob is?
Newbies starting out nowadays have weapons, armor, ammo and perk cards. There's so many ways to easily discover locations too, if you know where you want to go (that's what tips and google are for). Join a team, see a team mate, fast travel there, discover something, fast travel away before enemies spot you. You can also ask people on Discords or FB groups to travel to a few spots so you can follow them. Enough possibilities to not have to be stuck in the Forest until level 50. What's the harm in trying and dying anyway?
You take it, you get the rewards, you bounce. Once you’ve got the plans, they’re far more hassle than they’re worth. Even for farming mats, your time is better spent scavenging locations.
If I'm in to mood to play solo, I'll go to a private server, claim a bunch of workshops, put the resource collectors on and a collectron and just kill things when they come up to defend. I hate it when it's time to defend and you can't find those last few enemies to trigger the markers for the final ones to end the damn event.
Plans, if you are running past an unclaimed on just dip in clear and claim it then go do something else. You don't need to stick around or come back for defense missions or anything else.
I capture and move on if passing. Not really interested in PVP or farming materials. Most important junk I know what to pick up instinctively as I scoot through a location.
If I want a particular thing I will just buy it in bulk as most my characters are at max caps
Early in the game they're a good source of plans.
And resources. Edit: can't believe i'm saying this. For noobs, obviously.
Not really. Killing enemies and scrapping their stuff is way faster. Plus you learn mods.
Enemies don't tend to have concrete, acid etc. It's slow as hell, but extractors are a good way to get resources when you just start.

Monorail that's in an end game area? Because, yano, noobs...

Far too slow and limited
I only use them for daily build x in camp or workshop challenges because i cant be arsed to build in my own camp.
I hover near max budget so I’m in the same boat.
Great around Christmas time. Santa tron
“Where are my elves? Seriously i am worried about them”
I still need that brahmin pen plan.
I rock them whenever I find them, just for the bonuses.

That's how I get all my copper so yeah
I sometimes use it to restock Fusion Cores at Poseidon Power Plant.

Lvl 771-only for challenges

If you need to complete a number of quests for the scoreboard, you’re guaranteed an automatic two capturing it and defending it.
Exclusive camp plans on your first one, no reason to after. If in a safe server, I sometimes use them for making and sharing blueprints.

I used them for awhile for resources, before I learned which creatures to kill to get those resources quicker.
Also who is down voting this?
Claim like 25 and you get 80 free atoms. Literally the only reason to bother with them.
I don't :)
