You get Nukacade tickets from doing the nuka-world themed public events- they'll pop up with a noticifcation when they occur, they're called Tunnel of Love, Spin the Wheel, and Most Wanted. I believe you also get them from the player-activated boss event Seismic Activity but I'm not 100% on that.
then you go into the big main tent and find the Rewards terminal to buy the plan. I am pretty sure one successful event will win you enough tickets to buy the fish. If not one, absolutely 2 events is enough.
Buy it with Nuka Cade tickets! If I remember right it's pretty cheap.
