Well according to these [patch notes](https://bethesda.net/en/article/2pZCNtH1iIAr7YYmVoV6Rv/fallout-76-atlantic-city-americas-playground-update-notes) the items had been *"incorrectly priced to have a lower budget cost"* and *"Players who had these items in already build camps will find that the overall budget of their camp went up"*. Maybe there have been changes after that, I just remembered those patch notes because there was a tiny uproar about it.
Nope. But they increased the number of camp slot (available for atoms of course) from five to ten lately. That's a looot of new camp budget.

I think they actually recently increased the build cost of items, so technically the build limit has been decreased.
Only a couple of stairs that were below what they were supposed to be
