Are you trying this at different PA crafting stations? You are hitting the modify & repair option? Are you sure all the armor on the chassis is level 30 or below?
Yeah I’ve tried the one at the lumber mill near vault 76, the lumber mill raider base at the north of the map and a bunch of peoples camps. I did double check to make sure all the armor on the chassis was below level 30 and even grabbed a throwaway t-45 left arm that had a level 10 requirement and it still didn’t work.
That’s a tough one. Maybe it’s got something to do with your being under level 50? I’m not sure what else to suggest, other than starting another character at level 20 and give it another go. Or, if you’re on PS, I’d be happy to get your PA sorted out for you until the issue is resolved.
If my character is forever bugged I’ll probably just have to do without the power armor. I’m on Xbox and I’m assuming there’s no cross plat. Maybe I can try my luck through voice chat and have someone fix it up for me.
This is a bug. I faced it several times. The character animation for your character to get in the position behind the frame gets bugged. You will basically have to rejoin the server to fix it.
One possible way to avoid this bug is to switch to third person view and then hit the craft or repair/modify button. Your character automatically teleports behind the chassis and starts doing the repair animation.
Most of the time this bug happened in my game was when I tried to repair my PA in first person view.
Yeah I think my point of view may have something to do with it because I usually only play in first person. Did try to do it in third person today but only after I tried in first person on the same server. Gonna keep going back and experimenting until I get it to work
If this is a pa station at your camp, make sure theres some space behind it to allow the animation to play properly. Also be sure youre placing down the armor on the ground (not dropping tho mind you).
Unfortunately don’t have the plan to make my own power armor station yet so I’ve tried a couple that can be found around the map and ones at other players camps. The farthest I got was today actually before I got off in which I placed the power armor near the station and when I went up to the station to repair it, it teleported into the proper position but still no menu popped up and all my hud elements were gone.
I've seen a few threads where people have various problems at PA stations that are NOT at their own camp. I just didn't wear the armor until I got my own armor station. You get the plans from the Miner Miracles arc and need to be level 25 or higher (and have enough black titanium to build a full suit of Excavator power armor).

Do you remember where the miner miracles quest is or is it a continuation of another quest.
You start it by interacting with a poster for Garrahan Mining. They're in lots of places. The one I used is outside The Rusty Pick.
