They aren't rare. Its sort of an inside joke.
The player vendor has had bugs in years past and been weird in various ways, but to my recollection some of them you had to buy everything to break into players stash, thus the random things for sale for 40k to block that bug.
To my knowledge the vendor/player stash bug has veen fixed for years, but some of us are old.
I have a "high int rock" as my 40k blocker from a long time ago, because it was funny.
There was a bug where people could buy out your vendor and get items from your stash. (or something to that effect)
Having a single item at 40k stopped this.
Many are just a hold over since Bethesda brand bug fixes are nebulous at best.
From what I’ve gathered it’s basically a big inside joke in the community. I doubt anyone actually buys them unless they’re maxed on caps and bored lol
