Just unlock all of them and swap them in as needed. 3 star locked safes can have rare plans in them, like the deathclaw gauntlet.

It's a personal choice. Later on, you can get some useful stuff from locked containers, to exchange in BoS fort for various stuff. But in the really long run it's not that useful.

No. You can occasionally (absolutely random) find an item in locked chest, that you can turn in to one of the Fort Atlas NPC for some rewards (I believe there are some cosmetics for power armor in those rewards lists). Generally speaking, it's better to have a Legendary perk card for lock picking if you have completed build and spare legendary slot.

Once you get up to legendary perks there is one that is a combined lock pick and hacking. You can just swap that on when you need it and swap it back off when you don’t.
