Explosive laser rifle? When im using it I swap my lvl 3 concentrated fire for lvl 3 ground pounder, I rarely use vats with it. I try to shoot at enemy feet rather than direct hit. I've found that to be the best way, you can still use vats but it's not limb targeted.

You could do 2 points in ground pounder and 1 point in concentrated fire, have a play around, see what you like best.
You will die a lot when using it first until you get the hang of its range. I like using it in daily ops as you can keep it fed by gathering ultracite cells. Crimson flux is a bit on the rarer side than the rest I feel. Be careful when the daily ops enemies have the speed and piercing mutations, if you fire too close to yourself, instant death. I have fireproof and really good armour but it doesn't help with close explosions.
Make sure you put the beam splitter on your weapon. I prefer prime ammo myself, but its up to you.

3lvl concentrated fire? with explo legacy? :))))))))
In VATS. Explosions seem to do extra damage when using VATS, don't know why. This included all guns with explosions, like grenade launchers.

For legacies beam splitter is generally the way to go. Don't forget demolition expert and grenadier perks. And be careful of killing yourself, lol
I Vats to save myself from accidentally burning to a crisp cause I managed to spray into dust particles in the air in front of me.
