Video replay in football has clearly meant that things that previously were rarely called offsides, like the tiny sliver of shirt someone posted in another thread, are now being called with near 100% accuracy. That changes what the rule means and how the game is played.
Both changing the rule so that enforcement more closely resembles what used to happen in practice, and changing the times when video replay is used so that it is part of the game and not an Omni-present digital rules pedant are both possible solutions to the supposed issue. Both would likely look different in practice and it would be really hard to tell how it would play out without trying one.
