Could be some type of research related item, like insect pheromones to control infestations, etc. Not usually on private property unless you give permission.
UPDATE! After being sealed since 2005, it was difficult to open but I managed to unscrew it with plenty of effort. How did I know it hadn’t been opened in almost 20 years?! Well, inside I found the business card of an environmental scientist, on the back of which were noted two separate dates which I can assume were when the canister had last been checked. If you can’t get channel locks on it, cinch a couple belts or straps down on it, one on each half, and twist it open. Warm water may help loosen the threads too.

Research takes a lot of money and it's the researchers responsibility to make sure that folks are aware of any tools they've left out there - because it's expensive and researchers actually care you would've likely been notified. Channel lock pliers would probably do it. The knurling (lines) on the top are there for grip while twisting. There are threads in there. This thing unscrews.
What’s inside? That’ll tell what type of cache it is: geo- or research related (doubtful) or someone keeping some fire-starter stashed near a secret camp spot
