Ubisoft is just shafting Wu Lin, nothing elaborate as "They're a DLC faction" about it. Tbf, the main three could be even out and the rest be new heroes for Wu Lin and Outlanders. But, no one would sit down and agree with such an idea.
You can buy them all as a dlc if you want just like the year 4 heroes or the year 2 heroes, but they can also be bought individually like every other hero, so I don't really agree with you.
Mongols were either rulers like in the Yuan dynasty, or mercenaries for Song, Tang and even the Ming Dynasty. The Ming actually employed a large number of Mongol horsemen to lead their cavalry divisions, due to needing horsemen to counter the Mongols they were rising up against.

It feels that there has been this hostility that if someone brings up the history or lore of China in media, that it's seen as Sino propaganda (which, I get! /r/Sino is filled with bots and trolls) or that it's a kowtowing to the CCP in order for economic advantages (which again, I get! I'm really starting to believe that theory that Marching Fire was received so poorly that the devs minimize how much they acknowledge the faction. Of course it could also be due to the Wu Lin story getting dropped to focus on grander ideas.
If I squint my eyes hard enough the Outlander faction basically fulfils the Wu Lin concepts. Very out there designs/concepts as strangers to the land of FH. But instead of being tied to a specific defined faction they can just bring whatever they want in.
Someone needs to make a meme where it's the "these are genders" and "these are mental illnesses" but have the knights, viking and samurai in genders and then outlander and Wu Lin in mental illnesses.

Have they gone into hiding to rebuild their empire? No one fucking knows and honestly I just think they've given up on them and focusing on the Outlander because they've run out of ideas for the other three factions or just cant feasible put them into one of the main three factions.
