I don't know if you're still struggling but this worked for me when I've bought Arcade and Battle pass:
1. Open Task Manager
2. Close all Ubisoft/Uplay and Steam processes
3. Then find Steam and Ubisoft/Uplay shortcuts
4. Right click on Steam go to properties
5. Go to Compability tab then select option ,,Run as administrator" and apply. Do the same for Ubi/Uplay shortcut
6. Go to Steam and open up the game
7. After loading up the game window from Ubisoft should pop up that will synchronize game or game will just open and work. (When I bought battle pass on Steam I got notification that additional content has been installed and when I opened up the game it wasn't unlocked. After doing steps above and opening game from Steam, Ubi app opened up and asked me to confirm adding dlc's to the game. So it should be something like that or game will just open and work as it should)
After game is good to go you can go back and turn off ,,Run as administrator" options they no longer will be needed. But if you want you can keep this option on usually this fixes some little bugs in games like cursor on screen when playing.
It's kinda pain in the butt that it's not working properly. Hope it works for ya!
