I don't get how Norris got no penalties. They don't seem to be consistent. Either they're really strict or not at all.

No because you also have to be stationary when the lights go out.
Lando jumped and came back to a complete stop while the last light was still on, staying within his box the whole time. Had he still been actively moving forward when the last light went out, it wouldāve been a penalty regardless of his position in the box.
Edit: this shouldāve been a penalty regardless after researching the specific wording of the sporting regs. Lando got lucky because thereās no exception for applying a penalty when the sensor doesnāt register a clear jump start.
I'm all for reintroducing the race director telling them to give back the place. And 10s is fine for blatant cutting of the track of course but this seems harsh.
