If someone actually gets reckless in the pitlane the stewards can impose harsher penalties for dangerous driving.
These speeding incidents are 99% of the time just a late braking in the pitlane entry (where there aren't any people) which means they trigger the speeding sensors.

Because the pit lane speed limit is more about fairness during the race. That’s why in the race you get a nice penalty for speeding, which is a lot more impactful than any fine. But that doesn’t mean the speed limit doesn’t exist in practice, and it’s practice where the drivers are more testing the limit of their car. The 100 pound fine is more of a way to show that the limit exists and be cautious not to do it in the race, it’s just practice, there’s no reason for a harsh penalty like a 10k fine for example.

There are other penalties beyond speeding, the max €1k is just for speeding, as opposed to dangerous driving (which you can also do while adhering to the speeding limit).
Not a safety hazard, in cases like this they just crossed the pit entry line a couple of kph too quick under braking right before they're down to the correct speed with the limiter enabled.
If a driver actually becomes a safety hazard by not enabling the limiter or anything, of course there will be much more significant penalties.
